to give you the last question, before we go to mike emanuel. >> i have a civilized question for mr. henry. >> and civilized-- >> my goodness, bob. >> it sounds worse than the negotiations on the hill. >> it's worse, thank goodness this wasn't our situation to try and strike a deal, it would be hopeless. if a deal is struck, how much will the deficit be redied, what kind of numbers are we talking about? >> it would be minuscule. where you'd see the biggest short-term impact would be if you eliminate all of the bush tax rates and they go back to the clinton rates. the government would be bringing in more revenue, but that's going to take some time. that's not going to happen immediately and it's a relatively small amount in terms of what the government is spending every single day. that money would be spent pretty quickly. so, again, because we're now at this point where this is just a short-term deal, any of the major entitlement reforms that would actually bring major spending cuts are sngsly off the table right now. so, to answer your question directly without pointing a finger at either

, nbc white house correspondent mike viqueira. what's going on right now? >> reporter: furs of all house republican aides will tell you there's nothing to vote on. in that they would be entirely correct. we've been talking about the parameters of the deal and you have correctly outlined them as far as i understand them in terms of the income levels and the alternative minimum tax, the extension of unemployment benefit insurance and odd and ends of things that are important to the business community. some text breaks that are extended every year. tax breaks left over from the stimulus. there's a lot there for people to be happy about. the trouble is there's a little bit too much for people to be unhappy about. you remember the sequester, this term we've been throwing around washington now for about a year and a half. it was the result of that debt budget deal, that ceiling rise in july of 2011. they said if there was no deal to significantly reduce government spending by this time, midnight tonight, then there would be this draconian and indiscriminate cut across the board, 50% of it, $50

spokesperson says his condition has improved and he has been moved from intensive care. mike is standing by live at the hospital. >> reporter: a bit of welcome news as the former president is ending his time in the intensive care unit. that his condition continues to improve. a lost reason for optimism. he spent shy of a week in the intensive care it was described as a stubborn fever he had a difficult time shaking. nasty case of bronchitis that had the president hospitalized since the end of november. the spokespeople working with bush people have been optimistic throughout this process and his condition improves, all the way while taking the fact that he is an 88-year-old man sick. and noting the fact he is laughing and joking with the staff. even pointing out that yesterday at one point he was sing weigh the hospital staff. you know he got a pick me up from the oakridge boys fan and they sang a song to him. doctors feeling that his condition are so fragile they need to monitor him in the intensive care. >> gregg: it's a good sign when you are singing to the nurses. mike, thanks. >> gr

a smaller offer. for the latest, we bring in peter alexander from the white house and mike viqueira from capitol hill. peter, let's talk about what's going on at the white house meeting. i hear senators are optimistic about a mini deal which, of course, will raise taxes on those above $400,000. expand the amt, cut some spending. what are you hearing? >> reporter: well, hearing a lot of different things right now. one of the items and ruled by rumor and then denials and frustrations, toure. we know that we saw senators mcconnell and reid arriving a short time ago. we didn't pelosi and boehner arrive yet but the vice president joe biden got here a short time ago, as well. there's other reporting from the hill right now about the potential that the president is going to return to what was basically his original outlined plan. perhaps a smaller plan but a plan where the threshold would be set closer to $250,000 as he initially had before the $400,000 offer that john boehner the white house would contend walked away from when he proposed his $1 million threshold in this situation right now. t

us, the dynamic duo, the silver fox and mr. boatshoe. nbc's mike viqueira and luke russert. gentlemen, thanks for being here. our cnbc colleague john harwood is reporting that there will be no vote in the house tonight, and according to his sources, the u.s. will go over the fiscal cliff. what's your reaction to that? have you heard that -- >> we can confirm that. >> i love john harwood, but luke and i have been reporting the same thing, jonathan, so there. >> okay. so we're going over the cliff? >> apparently. that's the bad news. the good news is, the parameters of a deal are definitely there. as you described, jonathan, the sticking point remains this so-called trigger, the sequester. remember, they agreed upon it last summer in july and august of 2011 when they came to that big debt ceiling deal. if there were no decision on how to cut government spending by now, these draconian cuts, indiscriminate across the board to defense half of it, $500 billion in domestic programs, the other half of it, the other $500 billion would go into effect. and now some want to have that delayed. th

congressional correspondent mike emanuel is live at the capitol following all of the bouncing balls. hey, mike. >> reporter: one concern for republicans as they look at this deal is what about spending cuts? where are the spending cuts? it sounds like they are getting close in the talks between vice president joe biden and the senate republican leader mitch mcconnell but there is not a deal until senator mcconnell knows he has enough support. let's take a look at some of the key points of a framework of the deal according to sources close to the talks. it would raise taxes on income tax amounts above $400,000 for individuals, $450,000 for families. it would address the estate tax, the alternative minimum tax, the medicare doc fix and unemployment insurance. current discussions about how best to address the automatic spending cuts that is called sequestration, the automatic cuts to defense, and domestic programs. a short time ago a leading republican expressed a great deal of concern and frustration with the whole process. >> it's december the 31st. january 1st is tomorrow, 2013, taxes go up. e

from the 11th hour talks will be rushed through both chambers of congress. mike viqueira at capitol hill for us. is that possible at this point? >> reporter: it's possible. whether it's likely is an entirely different matter, t.j. it's interesting how the president approached this. in a holiday cheer, getting the crowd in to it. laughing with the people. not a bellicose president at all. however, if you look at what house aides are saying and members of congress reacting just in the few minutes since the president finished talking, it's on the republican side, i should say, not receiving his comments well at all and view it as an attempt by the president to jam them to create a sense of momentum that a deal is all but done but it is not all but done according to to some of them. there's an issue of sequestration. the argument from republicans and some democrats, t.j., well, hey, this was supposed to be the trigger. this is supposed to be the apocalyptic scenario to force us to finally do something and kicking it down the road yet again. republicans say if we kick it down the road, t

right. that's what's being said right now. joining us from capitol hill is nbc news correspondent mike viqueira. we have some elements from what we understand to be a deal at the moment. what would you say the mood is right now? what are some of the other details? break it down for us. >> richard, it's funny. at this point we're stuck sort of reading tea leaves. yes, we've had indications with more detail than we've got in days on what the outlines of that deal might be. but i got to tell you any deal if it were to pass both houses of congress here in the last 12 hours before midnight would carry with it the seeds of further confrontation and not that much further down the road. maybe two, perhaps three months. let's take a look one more time at what is being discussed now. mitch mcconnell and joe biden talked into the wee hours until 12:30 last night and 6:30 this morning. $450,000 as the threshold for couples, $400,000 for individuals over which your taxes would go up about four percentage points. estate tax compromise. this is something democrats want as well because the estate tax

family to get back to twork mework to meet the loo deadline. mike is at the white house. let's start with you. the consensus around the hill is that we are more likely than not to go over the fiscal cliff, but there is a small chance harry reid could take a house pass bill and amend it and send it back over to the house. what are you hear being that? >> conceivably, but when the president lights upon the south lawn and the marine one later this morning, it's unclear why he is coming back and who will be here with him. as you mentioned, speaker boehner remains in ohio where he is from. he is not coming back to washington. neither is the house of representatives. they simply said it's up to harry reid in the senate. is he preparing a bill? there was a lot of talk of small ball. a bill to allow taxes to go up on everybody or at least couples that make more than $250,000 a year. $200,000 with single filers. harry reid said he is not going to prepare a bill unless mitch mcconnell allows it to come for a vote for a simple majority. they are seeking assurances that he won't try to block it.
